Russia’s federal budget deficit reached 5.2 trillion rubles in January–September
Russia’s federal budget had a deficit of 5.2 trillion rubles from January to September 2026, equal to 2.2% of the country’s gross domestic product.
The Finance Ministry said revenue rose 10% from the same period a year earlier, to 29.639 trillion rubles.
Spending rose faster, increasing 14.5% to 34.825 trillion rubles.
The gap between revenue and spending is the budget deficit.
The ministry expects the deficit to reach 3.2% of GDP for the full year.
It says the shortfall is being financed mainly without extra borrowing through federal government bonds, to limit pressure on credit access and financial markets.
The ministry also said the spending limit could rise by up to 3 trillion rubles using additional non-oil and gas revenue and other sources.

The ministry said budget revenue for the nine-month period was 29.639 trillion rubles, up 10% from the same period in 2025.
Spending reached 34.825 trillion rubles, an increase of 14.5% year on year.
The ministry expects the deficit for the full year to be 3.2% of GDP.
The ministry said it is financing most of the structural deficit increase without additional borrowing on the federal loan bond market, to ease pressure on credit availability and support financial-market stability.
TASS’s text refers to the deficit period as January–October, while Vedomosti reports January–September; both give a deficit of about 5.2 trillion rubles and 2.2% of GDP.
