Ontario police warn public after high-risk sex offender is released

Durham Regional Police have warned the public that Keith Theodore Constantin, 48, has been released and will live at an undisclosed location in the Durham region of Ontario.

Police say he poses a significant risk to the community, especially children.

This is the third consecutive year the force has issued a warning about his release.

His convictions include sexual assaults against a seven-year-old boy and women, dating back nearly 20 years.

Police say Constantin is subject to electronic monitoring around the clock.

The force’s offender management unit will also monitor his location and activities.

The warning is intended to alert the community while police keep track of him.
