‘Clean Hands’ portrays a Hagerstown officer’s fight to help his daughter

The film follows Kevin Simmers, a Hagerstown, Maryland, narcotics officer, as he tries to help his daughter Brooke overcome drug addiction.

Brooke is 19 when he learns she is using Percocet and later heroin.

Simmers tries rehab and a tough-love approach, including letting her be arrested, but these efforts do not work.

He then pursues people he believes are supplying her drugs, while the film shows some community members and officers exploiting people with addiction.

The story questions whether his crusade leads him to abuse police power, even as it presents him as a loving father and dedicated officer.

Simmers comes to see that fighting dealers is not enough and develops an alternative approach for people struggling with drug use.

He creates Brooke’s House, a rehab facility, which is featured in the film’s closing credits.
