Turkey proposes rules to repay investors in funds being liquidated

Turkey’s governing AK Party has submitted a nine-article bill to parliament on winding up certain investment funds and paying their investors.

The proposal covers funds ordered into liquidation by the Capital Markets Board on 17 September 2026, if their liquidation is still incomplete when the law takes effect.

It aims to identify the rightful fund owners, assess and sell fund assets, and recover money that was improperly taken from the funds.

Investors could receive an interim payment of up to 1 million lira each, depending on their net investment and the cash available; this is not a guaranteed payment or final compensation.

The bill says the payments would come from fund assets and recovered money, not public or Treasury funds.

The Capital Markets Board would oversee the process, while the Savings Deposit Insurance Fund would pursue collections from people or companies found responsible.

Recovered money would be kept separately for each fund and used only for payments to that fund’s investors.

If parliament passes the bill, the proposed rules would provide a legal framework for the remaining liquidations and payments.
