Report alleges officials linked to fake product certificates in Russia

Some products sold in Russia may have passed quality checks only on paper.

A report says 11 laboratories issued certificates without testing the goods, and cases involving 15,000 certificates are under investigation.

The report also alleges that an EAEU official may have helped; it does not establish that the official was involved.

Fake certificates can make it harder for shoppers to know whether products meet safety and quality rules.
