Trump moves to allow Russian diesel exports, surprising Ukraine

Ukrainian officials traveled to the United States on Oct.

9 for talks that included a possible energy ceasefire with Russia and a separate deal to stop attacks in the Black Sea.

They were surprised when U.S. envoys told them President Donald Trump was preparing to lift sanctions on Russian diesel exports.

Trump later announced, after a phone call with Russian President Vladimir Putin, that Russia would supply millions of tons of diesel to U.S. and global markets.

The U.S. Treasury said it would issue a temporary license allowing Russian diesel to be supplied to the global market.

Ukraine’s officials said they had not been told the details in advance and questioned why Ukraine should limit its attacks on Russian energy sites if Russia would not stop attacking Ukraine’s energy system.

They feared the move could give Moscow new revenue for its war and weaken Ukraine’s leverage in negotiations.

The U.S. license was set to expire on April 7.
