Prime Minister Rajiv Gandhi said some Union territories had not made good use of resources meant to improve the police.

He also said that police expansion was happening more slowly than he wanted.

He spoke to The Indian Express two days after an attempt on his life at Rajghat.

Gandhi was also appointing a group of eight people to study how India's civil services were organized and managed.

The group was expected to consider ways to make their work more effective.

In Seoul, the 10th Asian Games ended with a large closing ceremony.

Separately, US President Ronald Reagan reportedly sent Gandhi a letter about a Pan Am plane hijacking the previous month.

News reports did not reveal what the letter said.
