One government source said the original date conflicted with the BRICS Summit, while another official did not give a reason.

Officers are expected to meet before the main meeting to prepare.

The Council will examine how recent GST rate changes are working.

Most goods and services were moved mainly into 5% and 18% tax rates, with a 40% rate for some luxury and sin goods.

Members may discuss whether tax cuts have lowered prices for shoppers.

They are also expected to consider rules for tax credits, refunds and business registration.

GST collections increased in August compared with the same month last year.
