Services Sports Control Board won three matches but still missed out because its goal difference was lower.
AIPSCB and CBDT finished above Services in Pool C. Comptroller and Auditor General of India and Railway Sports Promotion Board won all four of their pool matches.
Defending champions Petroleum Sports Promotion Board also qualified.
The quarterfinals will be played at Gachibowli Hockey Stadium on Friday.
The 2026 Hockey India Senior Men Inter-Department National Championships have reached the quarterfinal stage after six days and 40 matches.
Defending champions Petroleum Sports Promotion Board, runners-up Comptroller and Auditor General of India, Food Corporation of India, Railway Sports Promotion Board, Sports Authority of India, Punjab National Bank, All India Police Sports Control Board and Central Board of Direct Taxes qualified.
Services Sports Control Board missed the quarterfinals despite winning three of four Pool C matches and collecting nine points.
All India Police Sports Control Board topped Pool C on goal difference, ahead of Central Board of Direct Taxes and Services Sports Control Board.
The quarterfinals are Petroleum Sports Promotion Board vs Sports Authority of India, Railway Sports Promotion Board vs Central Board of Direct Taxes, Comptroller and Auditor General of India vs Punjab National Bank, and All India Police Sports Control Board vs Food Corporation of India.
