Delhi has old homes called havelis that are about 100 years old.

A new planning proposal called MPD-2047 may allow some of them to become hotels or museums.

The proposal also wants owners to protect these historic buildings.

To encourage them, eligible owners could receive extra development rights.

These rights would be equal to half the size of the heritage property.

For example, a 1,000-square-metre property could receive rights worth 500 square metres.

The owner could not use those rights to add 500 square metres to the old building itself.

Instead, the rights could be used or transferred to another eligible location.
