Investigators say he worked from Pakistan and directed people in Jammu and Kashmir.

They also say he supplied weapons, money and instructions.

The NIA found Telegram accounts that it says were connected to him.

Kasuri has not been arrested, and the warrant allows authorities to seek his detention.
