They were supposed to complete immigration checks in Delhi before taking the international flight.

Instead, airport staff directed them to an international transfer area.

This meant they did not reach the immigration counter.

They still boarded the Lufthansa flight to Munich.

Officials say the flights were not part of Air India’s special hub-and-spoke arrangement.

The civil aviation ministry has asked Air India to explain what happened.

The Home Ministry will also hold a meeting about the incident.
