Singh beat compatriot Digvijay Pratap Singh in the semifinals after earlier defeating Hayden Jones in the quarterfinals.
He completed a 10-0 fortnight in Bali without dropping a set, recording a 20-0 sets record.
The titles earned Singh 30 ranking points, following his ITF M15 doubles victory in Astana in August.
