Employees Urge Review of IDBI Bank Divestment Valuation
IDBI Bank is proposed to be sold to a strategic private investor.
Employees are asking Parliament to check whether the bank is being valued fairly.
They say the bank is worth more than its publicly traded shares.
It also owns land, buildings and other properties collected over many decades.
Some of these properties may be worth much more today than their old book values.
The employees worry that a buyer could later make money by selling or redeveloping them.
They want independent property valuations and a legal review of how each property was acquired.
They also want rules to protect public assets after the sale.
The United Forum of IDBI Officers and Employees asked Parliament’s Finance Committee to review the valuation method for IDBI Bank’s proposed divestment.
The Forum said the sale should account for IDBI Bank’s licence, branch network, deposits, customers, technology, staff, brand, goodwill and property assets.
It urged an inventory and independent valuation of land, offices, residences, training facilities and other properties accumulated over six decades.
The Forum warned that a buyer could later monetise publicly accumulated real estate through sales, leases or redevelopment.
It called for a property-by-property legal audit and safeguards covering asset disposal, related-party transactions and value extraction.

“We do not suggest that every such property automatically reverts upon privatisation. That would depend upon the specific title, statute, grant conditions and acquisition history. Precisely for this reason, a property-by-property legal audit is essential before the transfer of controlling ownership.”
