Payne, 31, died on October 16, 2024, after falling approximately 46 feet from the hotel's third-floor balcony in Buenos Aires.
Photos show him drinking and swinging around a pole the night before his death, and meeting two sex workers in the hotel lobby who said he sang for them and asked about obtaining cocaine and making crack cocaine.
Toxicology tests found cocaine, crack cocaine, ketamine and alcohol in Payne's system.
A hotel employee called emergency services fearing Payne could harm himself, and investigators believe he may have been attempting to leave the hotel when he fell.
