One farmer said he had visited since August 5 and made three token attempts without receiving fertiliser after 17 days.
Arvind Kanesh questioned changes to the token system and said 700 to 800 farmers had previously received tokens.
Farmers alleged black marketing and demanded more cash counters, while the agriculture department official could not be reached.
