China launches a national system for registering data rights

China has put a national system for registering data rights into operation.

Data can be copied and combined, so businesses may find it difficult to show who holds it and who is allowed to use it.

A registration certificate can provide proof of those rights and may help businesses trade data, use it in financing or include it in company accounts.

The national service system began trial operations on September 11 and brings together registration results from local bodies, so a registration made in one place can be recognized across the country.

Beijing, Shanghai and Shenzhen data exchanges have been selected as registration bodies, and 56 certificates were made public on the system’s first day.

The system is intended to lower costs and reduce disputes, but detailed review rules, a shortage of specialist staff and businesses’ concerns still need attention.

The National Data Administration says it will refine the rules and improve the system, while registration bodies aim to widen acceptance of certificates in areas such as courts and finance.
