Haitian man charged in Walmart killing entered US through parole program

Walmart employee Latosha Ann Cooper was shot dead outside a store in Cheltenham Township, Pennsylvania, on October 21.

Destino Jean-Louis, 23, has been charged with her murder and other offenses; the charges are allegations, and he denied being at the store when she was killed.

DHS says Jean-Louis entered the US legally in November 2023 through the CHNV parole program, which covered migrants from Cuba, Haiti, Nicaragua and Venezuela.

DHS says his legal status was revoked in June 2025.

Investigators allege the two had married after Cooper offered to help him seek a green card, but the application was denied and she ended contact with him.

Jean-Louis is being held without bail at the Montgomery County Correctional Facility while the case proceeds.
