Italy approves safety plan for the Campi Flegrei volcanic area
Italy’s cabinet approved an emergency plan for the Campi Flegrei, an area near Naples that sits above an active volcanic system.
The plan covers 85,000 residents and 15,000 buildings.
The area has experienced repeated bradyseismic activity, and officials say its risks differ from those of a typical earthquake zone.
The government says it cannot eliminate the danger, but aims to reduce people’s exposure and vulnerability.
It also plans to prepare residents and rebuild damage caused by earthquakes.
Residents who request it can seek upgrades to bring their buildings in line with earthquake safety standards.
Italy’s Council of Ministers approved a special plan for the Campi Flegrei volcanic area, Civil Protection Minister Nello Musumeci said.
The area covered by the intervention includes 85,000 residents and 15,000 buildings.
Musumeci said the plan aims to reduce exposure and vulnerability, prepare residents and support earthquake-resistant upgrades to buildings.
He described the plan’s guiding principle as living consciously with risk.

What people are saying
The State does not promise a possible elimination of risk but assumes the duty to reduce exposure and vulnerability, prepare the population and rebuild what the earthquake has destroyed, and allow those who request it to bring their building up to earthquake-resistant standards.
I like to speak of conscious coexistence with risk.
