US Treasury proposal drops Venezuela from investment restrictions list
The US Treasury proposed rules to screen some overseas investments in China, Russia and other countries.
The proposal removes Venezuela from the list because Nicolás Maduro is no longer in power after his capture by US forces in January.
The Treasury said Venezuela's current government, led by Delcy Rodríguez, does not meet the rules' definition, though some investments in Venezuelan entities could still be covered.
The rules stem from the 2025 COINS Act, which expanded US controls to address investments that could pose national security risks.
They focus on specific entities and technologies that could support military programs, surveillance or human rights abuses.
The proposal would require notice for some investments in six sectors and ban investments in artificial intelligence in the designated countries.
The Treasury will accept public comments until December 7 before the proposed rules are finalized.
