Chengdu raises home presale requirements and tightens control of buyer funds

Chengdu has raised the threshold for preselling new homes under a new citywide housing sales policy.

For projects on land offered for sale from August 28, 2026, a building must have its main structure topped out before the developer can seek permission to presell it.

The rules also say buyers’ deposits and mortgage payments must go into regulated project accounts, not developers’ own accounts.

This is intended to keep money for construction and delivery under closer control, while some older projects can continue under previous rules during a transition period.

The city will also gradually expand sales of completed homes, with developers required to meet registration and disclosure conditions before selling them.

For land offered from August 28, 2026, developers must use their own funds to buy residential sites and pay at least half the price within 30 days.

The measures take effect when issued, and Chengdu’s housing department will prepare a standard contract for deposits on completed-home sales.
