Moody’s keeps France’s credit rating unchanged

Moody’s did not downgrade France, avoiding a setback for President Emmanuel Macron’s government.

Before the decision, Moody’s rated France AA3, while Standard & Poor’s and Fitch rated it one step lower.

France’s public finances are strained, and political divisions have made agreement on a budget difficult.

The government needs a budget compromise to reduce the deficit, which it aims to bring to 5% of gross domestic product in 2027.

France’s 10-year borrowing rate briefly topped 5%, its highest level in nearly 25 years, making new borrowing more expensive.

Markets had already factored in a possible downgrade, so the decision may have limited effects on borrowing costs.

Investors are still buying French debt, and the government can take steps to change its budget plans, though its room to act is narrowing.
