Dutch government workforce grew by more than 40,000 from 2019 to 2025
In the Netherlands, the Lubbers cabinets cut the national civil service by nearly 13,000 between 1982 and 1994.
The Kok cabinets added 12,000 civil servants from 1994 to 2002, reversing that decline.
After years of relative stability, the national workforce grew by more than 40,000 from 2019 to 2025, the largest increase since 1985.
Municipal governments also added many civil servants from 2019.
The government also hires external workers, who often cost more than permanent staff; a 2010 rule requires ministries to report when external staff costs exceed 10% of their total personnel spending.
External staff reached 15.4% of personnel spending in 2023 and 2024, amounting to more than €3.2 billion each year.
The Jetten cabinet wants to return to the 10% limit where possible, making the cost of external hiring part of its plans.
The Dutch national government workforce grew by more than 40,000 between 2019 and 2025, the sharpest rise since 1985.
The increase began after the first nine years of Prime Minister Mark Rutte’s tenure, when the number of civil servants had been stable.
The workforce also grew sharply at municipalities from 2019.
Rutte’s first two coalition agreements called for a smaller government, while those of his third and fourth cabinets focused on a strong government.
In 2023 and 2024, ministries spent 15.4 percent of total personnel costs on externally hired workers, amounting to more than €3.2 billion.
