Bacoli approves coastal plan, with most beaches set for public access
Bacoli, a coastal town in Italy’s Campania region, has approved a new plan for its shoreline.
The council approved a plan for most of the coast to be publicly accessible; accounts put the share at 90% or 92%, including equipped beaches with services.
The plan would put existing concessions, covering about 10% of the coast, and services on equipped beaches out to public tenders.
The mayor says open tenders will let more people compete and that workers must receive at least the minimum wage.
But a local association says some current free beaches could be replaced by new sites it considers inaccessible or unsafe, and it has asked the regional government to stop the plan.
Beach operators also oppose the plan and say they may challenge it in court, while a separate trade group questions whether beach services can be run sustainably.
The plan still needs the region’s opinion, and the tenders must be completed by 30 September 2027 under the stated deadline.
Bacoli’s municipal council approved a new coastal plan that would make most of the town’s shoreline available for public use.
The mayor said the plan provides for 90% of the beaches to be free, while another report quoted him as saying the share would be 92%.
The plan includes public tenders for concessions and services on equipped public beaches, and sets a minimum wage for workers.
Business groups and the Il Pappice association criticized the plan, raising concerns about its effects on tourism, workers and public access.
The plan must still receive the regional authority’s opinion, and opponents have said they will pursue legal action.
