Hamyang council moves to tighten rules on overseas trips

Hamyang County Council in South Korea has begun revising its overseas travel rules for local lawmakers.

The move follows recurring criticism that some trips are wasteful and use public money for tourism.

The proposed rules would generally bar trips during the final year of a council term and limit travel for up to two years for lawmakers disciplined over improper trips.

If a trip is found to break the law, the council would request an immediate audit by an internal or external audit body.

The changes would also prohibit lawmakers from forcing accompanying staff to run personal errands or attend social gatherings, and options for public input into reviews are being considered.

The revision aims to make trip reviews and follow-up stricter and rebuild residents’ trust, but no adoption date is stated.

This rules revision seems likely to become a practical turning point that breaks the wider ills of local councils, rather than remaining a declaration on paper.
