Small businesses must use Brazil’s national service invoice system
From November 1, small businesses in Brazil’s Simples Nacional must use the national service invoice system for services that require an electronic service invoice.
The rule applies to microenterprises and small businesses, whether they issue invoices online or connect their own software through an API.
The service date determines which system applies: invoices for services dated November 1 or later must be issued through the national system, even if a municipality has its own platform.
Municipal systems can still authorize invoices for services dated before November 1, including retroactive invoices.
The change concerns how service invoices are issued, not every transaction by a business in the scheme.
It does not bring forward the start of new IBS and CBS tax rules, which are due to take effect for these businesses on January 1, 2027.
Microenterprises and small businesses in Brazil that opt for Simples Nacional must use the national electronic service invoice system for covered invoices from November 1, 2026.
The requirement applies to invoices for services subject to the issuance of an electronic service invoice, whether issued online or through an integrated system using an API.
The rule was set by Resolution CGSN No. 191, which postponed the requirement previously planned for September.
Municipalities with their own systems must block new invoices for the affected businesses when the service date is November 1, 2026, or later.
The change does not bring forward the separate rules for IBS and CBS taxes, which are scheduled to take effect for Simples Nacional businesses from January 1, 2027.
