Only 3.1% of foreign visitors’ taxi overcharge complaints in Seoul led to penalties

From 2021 to August 2026, foreign visitors filed 6,481 complaints about taxi overcharging in Seoul.

Only 204 complaints led to administrative penalties, while most were closed without a penalty or ended with a warning or guidance.

Seoul says many cases are difficult to verify, including when visitors leave South Korea and cannot be contacted.

One visitor from Taiwan said a taxi ride from eastern Seoul to Incheon airport cost about 690,000 won, roughly ten times the usual fare for the route.

A 500,000-won reward for successful complaints has never been claimed, partly because visitors may not know about it and the process is difficult after they leave.

New rules introduced in September 2026 set tougher penalties for repeat overcharging, including suspension for a first offence and licence revocation for a third.

Lawmakers say the next step is to ensure complaints with clear evidence lead to action while protecting both visitors and taxi drivers.
