Moscow will change parking rules on some streets from December 25, in areas between the Third Ring Road and the Moscow Ring Road.
Fees will fall on 20 street sections where parking is used at less than half its capacity on average.
Fees will also change on sections that are 80% to 90% occupied, but the city has not specified whether they will rise or fall.

Residents can apply online and pay 3,000 rubles a year to park at any time, with parking free for them from 8 p.m.
to 8 a.m.
The changes aim to balance parking demand and improve access for residents; street parking is free on public holidays and on Sundays, except where higher or dynamic fees apply.
