Delovaya Rossiya proposes changes to small-business taxes and passive income

Delovaya Rossiya has proposed a broad overhaul of Russia’s economy in a draft plan reported by RBC.

The plan contains 52 proposals covering businesses, citizens’ income and imports.

It would end a simplified tax option with a 6% rate and eliminate the patent tax system used by many microbusinesses.

It would also lower the VAT threshold under auto-USN from 60 million to 20 million rubles.

The proposals include social security contributions for people whose income mainly comes from interest or dividends, and an inheritance and gift tax on amounts above 50 million rubles.

The measures could tighten conditions for small and medium-sized businesses, and the plan also calls for restricting imports of some strategic innovative products.
