Seoul to Reward Districts and Housing Groups for Faster Redevelopment
Seoul is introducing a reward program for faster redevelopment work by local districts and housing groups.
The city aims to start construction on 310,000 homes by 2031 through redevelopment projects.
By June, Seoul had designated areas for 307,000 homes, and it is also planning early construction starts for 85,000 homes between 2026 and 2028.
After areas are designated, district permit work and housing groups’ preparations affect how soon construction can begin.
Seoul will assess work across all 25 districts and choose five for recognition, while 10 housing groups will receive mayoral awards for shortening project timelines.
Permit-processing speed will make up 60 of the districts’ 100 base points, alongside assessments of administrative support and conflict management.
Seoul plans to verify the assessment materials in November and select the five districts in December, with incentives including priority for some 2027 redevelopment grants.
