São Paulo councillor questions rules for online local council election
São Paulo will elect its Participatory Municipal Councils from November 11 to 14, with voting online for the first time.
These councils represent residents in the city’s 32 subprefectures.
Voters need a silver- or gold-level GOV.BR account to vote online.
Councillor Luna Zarattini has asked state prosecutors to review the rules before voting begins, saying the account requirement could exclude some people, including immigrants with regular documents.
She has also called for an in-person option and for the city to show how it will protect ballot secrecy and allow independent checks of the platform.
The city says voting will also be available at 32 in-person locations and that voter identities will not be linked to votes; the election is scheduled to begin on November 11.
Councillor Luna Zarattini has asked São Paulo’s Ricardo Nunes administration to explain rules for the upcoming election of Municipal Participatory Councils.
For the first time, voting will be exclusively online, and voters need a silver- or gold-level GOV.BR account to take part.
Zarattini says the authentication requirement could exclude some citizens, including immigrants with regular documentation, and has asked for an in-person alternative.
She also wants the city to explain how it will protect ballot secrecy and whether the platform’s source code will be open to inspection and independent audit.
The city says there will also be 32 in-person voting points and that GOV.BR authentication does not compromise voter privacy or ballot secrecy.
