France puts public aid to businesses at €166 billion in 2024

France says it provided businesses €166 billion in public aid in 2024, according to figures released with the 2027 budget bill.

The Finance Ministry published the total on 13 October 2026 in response to a Senate inquiry seeking more transparency about how business aid is used.

The €166 billion figure uses a broad definition that counts public money given to businesses without an equivalent return.

A narrower estimate of about €60 billion includes only aid the ministry says is clearly covered, such as tax benefits, grants and some financial support.

The broad total includes €65 billion in employer contribution reductions, which are not part of the narrower figure.

The Senate inquiry estimated €211 billion for 2023 under its broad definition and €108 billion under its narrow one; the government cites the different year and its exclusion of market-rate Bpifrance loans, guarantees and investments as reasons for the gap.

The government says it will publish figures each year, using final data that are two years old.
