Germany says no binding AI partnership with SAP and Mistral was ended
Germany’s digital ministry says it did not cancel a binding AI partnership with software company SAP and French AI firm Mistral.
The three parties, along with France, signed a letter of intent in November to explore cooperation on European AI and modernising public services.
The letter was not a binding deal to develop or buy specific products, and the government made no funding or procurement commitments.
The ministry says planned discussions took place, but no formal framework agreement followed.
SAP and Mistral continued their own work and presented technology for the public sector at the VivaTech event in Paris in June.
The companies, not the government, lead product development and sales, while the ministry says its role is to support fair competition and reliable rules.
Germany and France are also pursuing digital cooperation through a European platform that brings together public bodies, companies and open-source groups.
The government says future projects should fit that shared European approach and help strengthen Europe’s digital independence.
Germany’s Digital Ministry said the government did not withdraw from a binding AI partnership with SAP and Mistral because no binding framework agreement had been signed.
The ministry said a joint letter of intent set out areas for cooperation and plans for talks, but created no project, procurement or financial commitments.
