Japan plans cashless payment for minor traffic fines from July 2027

Japan's National Police Agency plans to introduce cashless payments in July 2027 for some traffic fines.

The service will cover fines issued under the blue-ticket system for minor violations, which includes cyclists aged 16 and older since April 2026.

People who pay these fines by the deadline avoid criminal proceedings.

Offenders will be able to scan a QR code on their ticket and pay online by card, smartphone service or internet banking, or use a convenience store.

Today, they generally have to pay at a bank or other financial institution during weekday business hours, and that option will remain free.

Cashless payments will carry a fee, but the amount has not been set.

The agency says easier payment could raise the already high payment rate, which was 98.9% in fiscal 2025, and reduce police workload; it plans to select service providers by the end of 2026.
