France 2030 investment plan faces growing budget risks, auditors warn

France’s Court of Auditors warned that the France 2030 plan faces growing budget risks.

President Emmanuel Macron launched the plan in October 2021 to help France recover from the Covid-19 pandemic and strengthen its industry.

The government planned to commit €54 billion between 2022 and 2026 to investments across a range of sectors.

The auditors praised the plan’s ambition, coordination between ministries and fast early rollout.

But they said it began too quickly, without enough planning or coordination with European programs.

It now covers 9,410 projects, and the auditors warned that public money may not be enough to complete them.
