EU proposes €45 billion for Ukraine in 2027

The European Commission proposed €45 billion for Ukraine in 2027 to help meet the country's budget and defence needs.

The plan allocates €13.3 billion for budget support and €31.7 billion for defence.

The proposal is the remaining half of a €90 billion EU loan package covering Ukraine's needs in 2026 and 2027; the EU Council has already approved the 2026 portion.

Ukraine's funding plan was assessed positively, but the 2027 money would depend on meeting conditions on rule of law, fighting corruption, economic resilience and sustainability.

The EU Council must approve the proposal before the funds can be provided.

If it does, the Commission says it will speed up the steps needed to make payments from early 2027.

The money would be raised through borrowing, with interest payments covered by the EU budget.
