Foreign investors show interest in Brazil’s transport concessions
Brazilian Transport Minister George Santoro said foreign investors want stakes in existing infrastructure concessions after meetings with investors in London.
The government delegation had initially gone to seek buyers for debt issued by new and already contracted projects.
Operators will need loans and bond sales to fund R$400 billion in contracted highway investments.
Railways were a major focus, accounting for more than half of the delegation’s meetings, and Santoro said Brazil could see an important new cycle of railway projects.
The first railway project in the government’s 2027 pipeline, the Southeast Rail Arc, would connect 15 ports and receive investment from concessionaires MRS and Rumo.
Those companies would redirect funds otherwise going to the Treasury, which Santoro said would reduce project risk; the sources do not give a start date.

What people are saying
We came here with the goal of accessing capital for debt, but what we are also hearing from them is that they want to participate in the projects.
I think we are going to see an important cycle in railways.
This greatly reduces the project’s risk and shows the importance of this project to the government.
