Turkey’s emissions trading rules take effect
Turkey’s energy regulator has put rules for a national emissions trading market into force after they were published on 21 October.
The market is part of the country’s efforts to meet climate goals and change how its energy system works.
Power plants and industrial businesses are expected to be affected, as carbon costs could become an important part of their operations.
Under emissions trading, companies face market rules linked to their emissions, with the aim of encouraging reductions.
Regulator chairman Mustafa Yılmaz says the market should cut emissions without imposing unfair or unpredictable costs on participants.
The rules set out how the market will operate, and the regulator’s next goal is to establish a transparent and effective system where participants can trade with confidence.
The system is also intended to support cleaner energy and lower-carbon industry as Turkey prepares to host the COP31 climate conference in Antalya.
Turkey’s regulation governing the operation of its emissions trading market took effect after publication in the Official Gazette on 21 October 2026.
The Energy Market Regulatory Authority approved a decision on the regulation at a board meeting on 1 October.
Authority head Mustafa Yılmaz said the system should encourage emissions cuts while considering the competitiveness of energy and industry.

What people are saying
Our next goal is to ensure the formation of a reliable, transparent, liquid and effectively functioning emissions trading system market in Turkey.
It is extremely important to us that the market both encourages emissions reductions and does not create unpredictable and unfair costs for participants.
The time has come to turn these goals into concrete investments, strong infrastructure and implementable policies.
