German health insurers commission study into suspected billing fraud
Germany’s statutory health insurers have commissioned a study to estimate fraud and other misconduct in the healthcare system.
The GKV umbrella association says the hidden losses could reach more than €20 billion a year, but this is an estimate, not a confirmed total.
International studies suggest hidden fraud may equal 5% to 10% of healthcare spending.
In Germany, official crime statistics and GKV figures do not currently record the full scale of this problem.
Insurers say proven cases already add up to hundreds of millions of euros each year, while stolen contributions mean less money for medical and care services.
The study began in early October and is expected to publish results in April 2029, with recommendations for action.
Insurers also want clearer legal rules to use artificial intelligence and share data across funds to help detect suspicious patterns.

International research cited by the insurers estimates fraud at 5% to 10% of health spending; the association says applying that range to Germany could mean losses of more than €20 billion.
Insurers say existing investigations identify losses in the hundreds of millions of euros annually, but the full scale is unknown.
