Rio de Janeiro begins issuing free caregiver identification cards
Rio de Janeiro's transport department has begun issuing free caregiver cards for primary caregivers of people with disabilities, neurodevelopmental conditions or rare diseases.
Mothers, fathers and legal guardians who are the main caregivers can apply.
The card is meant to identify caregivers and help them access priority service, including when the person they care for is not with them.
It adds recognition for caregivers, whose care-related tasks often involve health services, schools and public offices.
The card does not create new services or financial support, such as therapy places, public-sector professionals, income or job protection.
The state also lacks a single national standard for these cards, and some private-sector workers may need to go to court to seek reduced working hours for caregiving.
Caregiver rights remain under discussion in Congress, but the sources do not say when any national rules may change.
Rio de Janeiro’s Detran has begun issuing free identification cards for primary caregivers of people with disabilities, neurodevelopmental disorders or rare diseases.
Mothers, fathers and legal guardians can apply for the card.
The card is intended to identify caregivers and help them access priority services, including when they are without the person they care for.
A health-law specialist said the card recognizes caregivers as rights-holders, but does not itself provide services such as therapy or income support.
The specialist also said caregiver protections vary by location and that some work and pension-related gaps remain.

What people are saying
A document only opens doors when there is a service on the other side.
It is an important advance, but not enough.
The right needs to follow the caregiving role, not gender.
