Tax groups urge Brazil to delay new tax implementation until 2028

More than 20 tax-sector groups in Brazil are asking the government to delay the effective start of the CBS, a new tax created by the country’s tax reform, until 2028.

They want 2027 set aside for testing and adjustments before the new stage begins.

The groups say the CBS rate has not been settled, tax calculation systems are not fully working, and businesses need time to update their software and procedures.

They also warn that the short notice on the tax rate could leave companies little time to revise contracts, prices and operations.

The groups say overlapping rules for the CBS and another new tax, the IBS, could lead to conflicting court decisions.

They support the reform’s goals but argue that the delay would help provide legal and technical readiness; they are calling for rule changes and working systems to support the transition.
