OAB and CNI urge Brazil to delay tax reform rollout until 2028

Brazil’s OAB and CNI want the tax reform delayed until 2028 rather than starting next year.

The OAB’s national council and its 27 regional sections issued a manifesto, while the CNI also called for a postponement.

The reform is scheduled to begin on January 1, 2027, after it was approved in 2023 following decades of discussion.

Its first steps include replacing PIS and Cofins with a new tax on goods and services, and introducing a selective tax.

The OAB says a slower transition would give businesses and the public more time to adapt and reduce uncertainty over how the rules should be applied.

It warns that a rushed rollout could lead to disputes, higher prices and effects on jobs and business competitiveness.

The government still needs to set the selective tax rate, and the groups are asking it to move the start of the reform to 2028.
