China Names Three Cases of Data Fraud and Misuse of Public Funds
A central Chinese office and the Central Commission for Discipline Inspection’s general office reported three cases of misconduct linked to efforts to reduce burdens on local officials.
In Cangzhou, Hebei province, some county officials falsified figures to meet economic targets, including investment and online sales measures.
In Baotou, Inner Mongolia, officials let already-completed gas pipeline work be presented as a new project, which received 39.08 million yuan in special government bond funds.
The report says 22 million yuan was later paid out without proper checks of forged construction documents.
In Heilongjiang, local branches of China Post inflated revenue by 87.72 million yuan in international delivery and shifted more than 19 million yuan in other sales into express-service revenue.
The cases point to pressure from unrealistic targets and weak oversight, with public funds at risk in the Baotou case.
Authorities urged government bodies and state-owned firms to investigate problems, fix them and strengthen oversight.
Chinese authorities reported three cases involving false data, fabricated project applications and misuse of public funds.
The cases involved Cangzhou in Hebei province, Kundulun district in Baotou, Inner Mongolia, and China Post’s Heilongjiang branch.
In Cangzhou, counties falsified investment and e-commerce figures while officials failed to verify reported results.
In Baotou, officials allowed completed gas-pipeline projects to be presented as new projects, leading to allocations of government bond funds.
China Post’s Heilongjiang branches inflated business revenue to meet targets set by the provincial branch.

Susheng county used small investments by outside shareholders to falsely report 17 investment projects.
