Ningxia eases rules to redevelop underused land
Ningxia is changing land-use rules to bring underused sites back into use.
The policies let the current rights holders of some underused industrial and commercial land apply to change its use and redevelop it.
They can do this independently or with partners, including through joint ventures, investment or transfers.
Some existing commercial buildings can test new uses for five years while keeping their original land use and rights, including for care services, childcare or tourism.
The rules also reduce charges for underground space at greater depths, to encourage uses such as parking and shops.
Since 2025, Ningxia has dealt with 58,600 mu of land that had been approved for construction but not supplied, or was idle.
The measures aim to make better use of existing land while supporting industries such as new materials and digital information.
