USFK commander says conditions for wartime control transfer have changed
USFK commander Gen.
Xavier Brunson said conditions for transferring wartime control have changed because the security situation has shifted.
The transfer, known as OPCON, would give South Korea control of combined forces during wartime, rather than the United States.
Brunson pointed to North Korea’s recent missile tests as evidence of the changed conditions.
South Korea wants to take over before President Lee Jae Myung’s term ends in 2030, possibly as early as next year, while the U.S. has cautioned against rushing the change.
The transfer depends on South Korea meeting agreed military requirements, including the ability to lead combined forces and carry out their missions.
The future structure of the joint command remains uncertain, but Brunson said any changes should preserve a strong alliance.
The two countries are reportedly discussing moving their high-level Security Consultative Meeting to December, amid doubts about whether South Korea can complete the next phase of the transition plan.
USFK Commander Gen. Xavier Brunson said changed security conditions and a revised plan mean new standards apply to the transfer of wartime operational control to South Korea.
He cited North Korea’s missile launches earlier in the week as evidence that conditions had changed.
Brunson said he supports the transfer but opposes changing or violating its conditions to meet a timetable.
He stressed the need for critical military capabilities and the ability to carry out missions fully.
The future structure of the South Korea-U.S. Combined Forces Command after a transfer remains uncertain, he said.

Because the conditions have changed, because we've changed our plan, we have new standards which we have to uphold
We don't have the benefit of changing the conditions to time. Time, in and of itself, is a condition
We're talking about critical capabilities. We're talking about the ability to be fully mission capable to do all the things you're counting on me to do right now.
