A 1931 proclamation marked the start of the Chinese Soviet government

In 1931, China's Soviet government issued its first proclamation in Ruijin, Jiangxi, setting out its aims and policies.

The proclamation appeared in the first issue of Red China, a newspaper that recorded the new government’s work.

The government said it represented workers, peasants and other groups facing poverty and oppression.

Its policies included land for farmers, protections for workers, education for children and greater rights for women.

The newspaper also reported public proposals, local services and criticism of officials, showing how the government presented its efforts to address people’s needs.

A current retrospective revisits these records as part of the 95th anniversary of the government’s founding and links them to development in southern Jiangxi today.
