Spain allocated €11 billion in EU recovery funds to public administration
An EU audit found Spain allocated the most recovery funds to public administration, setting aside €11.033 billion.
The money came from the EU’s Next Generation recovery fund, which can legally support public administrations at national, regional and local levels.
Spain’s allocation was 22% of the €50 billion the EU had agreed to spend on improving public administration, while Italy set aside €9.039 billion despite being due to receive twice as much overall.
The auditors said the EU-wide results were limited, with only a third of the measures they examined showing significant results and longstanding weaknesses often left unresolved.
In Spain, three of four completed measures in the audit sample showed significant results, including public-service apps that had 8 million downloads and 7.4 million users by October 2025.
The auditors cautioned that this small sample does not represent Spain’s full recovery plan.
They said putting services online does not automatically reduce bureaucracy, and that citizens need to see simpler processes, faster decisions and more effective services.
Spain reserved €11.033 billion in EU recovery funds for public administration, more than any other EU member state, according to the European Court of Auditors.
The amount represents 22% of the €50 billion the EU has accepted for improving public administration.
The auditors questioned the overall results, saying the funds had done little to address long-standing weaknesses.
They found significant results in three of four completed Spanish measures they examined, including digital services.
The auditors said those examples came from a limited sample and might not represent Spain’s overall plan.
