China’s Communist Party sets out plan to strengthen discipline and conduct rules

China’s Communist Party has set out a plan to strengthen discipline and improve conduct in a decision adopted at its Fifth Plenum.

The measures apply to party members and officials across China and include listening more closely to public concerns and addressing problems raised by residents.

The plan also calls for continued enforcement of rules introduced in 2012 to curb waste, formalism and other misconduct.

It says officials should face regular oversight and stricter enforcement, while discipline should also guide and support them in their work.

The article gives figures released in October: since the 18th Party Congress, disciplinary agencies handled 1.644 million cases involving misconduct known as the “Four Malfeasances” and criticized or disciplined 2.257 million people.

It says these problems can recur, so the work must continue over the long term.

The decision calls for ongoing education and targeted action against recurring problems, with officials expected to put the measures into practice.
