Ontario proposes tighter oversight of Blue Box recycling
Ontario is proposing changes to its provincewide Blue Box recycling program to control costs and make the service more transparent and efficient.
The program shifted to a producer-funded system in 2026, and Circular Materials has operated it since January.
The proposed rules would give Ontario more power to regulate the fees recycling organizations charge businesses to collect and process recyclable materials.
The province also wants clearer reporting on costs and rules for distributing recycling carts and bins, while considering collection of hard-to-recycle flexible plastics.
The stated goal is more predictable costs for businesses, while producers, rather than taxpayers, remain responsible for packaging and paper waste.
Circular Materials says it is reviewing the proposals, and Ontario has not said when any changes would take effect.
