Omsk opens nominations for mayor, with submissions due by November 17

Omsk has opened nominations for its next mayor, with proposals accepted from October 14 to November 17.

Political parties represented in federal or regional legislatures and several public and municipal organizations can put forward candidates.

Each eligible organization may propose up to two people to the governor of Omsk region.

A change to the selection rules in 2025 means the governor will decide which candidates go forward.

City council members will then choose the mayor from those candidates, rather than voters choosing directly.

The process replaces the earlier candidate-screening system, when a special commission selected candidates for the council to consider.

Sergei Shelest has been mayor since January 2022, and his term is due to end after the New Year holiday, according to one account.
